A 2008 Chevrolet Silverado, driven by Billman, was traveling eastbound on Highway 33, a news release from Idaho State Police said.
A 2018 Volvo semi-truck driven by a 24-year-old man from Louisville, Kentucky, was hauling a trailer and was traveling westbound.
Billman crossed the center line, where he hit the semi-truck head-on, police said. Billman was not wearing a seatbelt and died from his injuries at the scene, according to ISP.
The Kentucky man was wearing a seatbelt and was transported to a local hospital. His injuries are unknown at this time.
Traffic was blocked for about three hours. Jefferson County and the Idaho Transportation Department helped the Idaho State Police.
Officials told EastIdahoNews.com it appears that black ice factored into the crash.
